Tokyo in august (god help me) and on a tight budget...help?

hi tokyo chowhounds..
i have gotten a list together of restaurants that sound interesting. would anyone care to comment on one, any or all? I read the postings back to early '01, and much of it was way out of my reach $$$-wise. I don't know if some of the following places are even open anymore, but hoping yes...

Havana Café, Roppongi
Organic Café, Daikanyama
Bindi – Omotesando
Las Chicas – Omotesando
Saigon Dep Lam - Omotesando
Amigo - Ikebukuro..i heard they had great tacos.
La Verde – Harajuku
Kreisel – Goethe Institut - is this place still open?

Also, is Tully's in Tokyo on par with their Seattle branches?

And, if anyone has experienced a New York August, is it about the same level of ugly, weather-wise?

Finally, if someone could recommend a particularly good izakaya where someone whose Japanese is limited might have a successful and relatively inexpensive evening, i'd be greatly appreciative.
