Thawing meat

Here's the question.
My friend took a 6 lb frozen pork shoulder out of the freezer and put it on the counter to thaw out over night. It is in a sealed bag ( purchased that way ). This morning it is thawed out to to touch but seems a bit frozen in the middle. It is still quite cold. He is now searing it and then will put it in a slower cooker for 10 hours.
I told him I think sitting out over night it could get bacteria or some such critters on it.
He says since it is still cold it will be fine, that he has done it before.
I don't want to get sick eating it if there is a chance it will be bad.
Anyone have any comments.
