Szechuan crispy beef

Fifteen years ago when I lived in Washington D.C. every Chinese restaurant served a dish called "crispy beef." There were different variations, but basically it was shiny, dark, very crunchy, very sweet shreds (sometimes big, sometimes tiny depending on the restaurant) of beef. Like warm, spicy beef candy.
I've never found this dish on any Bay Area menus, even at Szechuan restaurants. Nor, alas, have I found a recipe that comes close to what I'd been eating.
So, anyone: Is there crispy beef in the Bay Area? If so, where can I find it?
