Singapore and Penang, Malaysia....help needed

Limster, thank you for all you've been writing on Singapore. There's always so much good stuff there it's hard to decide on anything....but I think now I have a place to begin. I'll be staying at Raffles, and heading outward on foot/MRT from there for a weekend journey. I like the hawker centers more than the "real" restaurants, but I think I'll be forced into a restaurant this time around by a compatriot. Can you give a recommendation for a 'houndish restaurant that has a great wine list?

Then, I'll be going up to Penang for a couple weeks. I've had some stellar meals in Penang, and quite a few I wish I could forget. Kashmir was some of the best Indian food I've had anywhere: sadly, it has changed hands and the cooks left. Last time I was there it was middling at best. On a search for other Indian spots(Northern Indian) I found a small place almost right across the street from the City Bay View hotel, Delhi Darbar I think it was. Might have been the old chef/cooks from Kashmir.
There's a Cantonese place that serves some of the best seafood Tom Yam(yeah, I know, but it's true) in that part of the world. Makes you want to chew on the lemongrass to get all the flavor out. Top floor of Compleks Bukit Jambul by the movie theatre.

Looking for other places that are a must. I'll have plenty of time and I eat anything; since I'm on business I don't have to worry about what anything costs(more or less :-)
