does silence on an rsvp mean they aren't coming ?

Hello all
A little background... we recently moved and had our house have extensive renos.. so for 5 months we haven't been able to have anyone over... and next week is my son's first birthday. .. so we (more like I) wanted a big party. I invited my husband's side and my side. His responded... mine.. out of 12 families (all with 3 plus people per household) only one said yes and one said no. My father's response was.. 'in our culture we don't do birthdays for 1 year olds' (italian background) it's not about a birthday. .. i thought everyone would like to get together.... i even wrote not to bring anything so it's not a present grab. More like free food that we are catering. My father also said he's pretty sure my one aunt will come... but unsure about the rest... I'm very offended i must say and i will not be inviting any of them again (I'm also almost 3 months pregnant and was going to announce it). Is this normal ? To his welcoming party everyone responded. .. so I'm confused..I hope people don't just show up because my husband will reject them at the door as it's catered. I don't know if because it's at our house rather than a restaurant that they don't respond ... I'm just scared people will show up. Or call last minute to say they are coming now that we ordered the food. .. is it safe to say they aren't coming?
