SEA: Green Papaya vs China Harbor

We're considering these two restaurants for our rehearsal dinner- we live in CA so unfortunately we won't be able to come test them out before the wedding- please help! We chose these two b/c they can accommodate groups and we'll stay within our budget (~$30/person).

The Green Papaya (600 E Pine St)
Pros: Closer to where people are staying & we prefer Vietnamese food.
Cons: My fiance's family is Vietnamese, so if Green Papaya's not good/authentic I'll hear about it. Forever. Just kidding ;) I'm worried about the ambiance and the food being bland.

China Harbor (2040 Westlake Ave N)
Pros: The view!
Cons: I'm worried about the service and the food being bad.

Has anyone been to either/both? Reviews/advice/recs appreciated!
