Are the roasted chickens sold at grocery stores leftovers from the butcher counter?

I've heard that the roasted chickens bearing the house label at grocery stores are those that didn't sell, raw, by the expiration date at the butcher counter. This was told to me as something to be disdained ... but I actually think it's a great food waste solution. Anyone know if it's fact or fiction?
