reconstituting dried chestnuts?

What's the best way to reconstitute dried whole (peeled) chestnuts? These were readily available in Italy, and I've seen them in Greek and Italian markets here in NYC. I've tried various combinations of soaking and boiling, but they often still came out a little hard or chalky. Any advice appreciated!
