What is this pepper powder?

Was eating at Bangkok Garden Thai restaurant yesterday, they had some kind of toasted pepper powder.
Waitress said they make it in house. I'm guessing they just toast the pepper and spices in a pan.
Anybody got the thai name for it? What else is in it besides pepper (I'm pretty sure there were other spices)?
Recommendations where I can get it? Obviously, any south-east Asian or Asian store, but recomandations would be appreciated. Jollibee in Bergenfield and the Laotian store in Maywood, nj come to mind.
