One night in Kingston: Luke's? Le Chien Noir?

Going to Kingston for dinner this week while vacationing near there.
I don't know too much about the scene but have read there's some great restaurants.

I've read the Kingston posts on Chow and still up in the air as to where to have dinner.
There are only a few recent posts (and very conflicting) so I'm throwing it out to the Hounds.
We're looking for gourmet, foodie friendly.
We'd like a more upscale environment; doesn't have to be uber fancy but just no pizza, curry, etc.
Think special occasion.
We only have one night so I want to choose wisely.

I've wanted to try Luke's for a while but it seems hit or miss. We love different and daring. Anyone been there recently?
Is Le Chien Noir upscale? Or is it more casual bistro?
What's Chez Piggy like? The reviews are so mixed it's hard to tell.

Any help you Hounds give would be super.
If you had one dinner in Kingston, unlimited budget where would you go?
