Japanese fish roaster for stovetop, add water to pan? What are these pebbles

Hi - I am going to get a normal fish pan grill thing for stovetop like the one this guy has. But my question is, what is he using as the grilling fuel there in the pic - I tried to google to find out but from what I understand, when you use this kind of grill basket or fish basket, you just put it directly on the stove. I don't even think you are supposed to add water, the way it is done in the enclosed Japanese fish broilers which are part of many ovens in Japan. Am I right about this? What is the purpose of these stones, do they add flavour? This picture is from a quite well-played video from a youtuber, I dont know if I can l say the name because I tried to link the video and the post was spamtrapped. Anyway, if you google "Japanese meal for cats" this picture is from 3.07, if you want to see more about the pebbles/whatever he is pouring onto the grill. TIA
