today's SJ Mercury has an article on shopping at Grocery Outlets (Canned Food Stores)...they are liquidating the inventory of Webvan and specialize in closeouts, overruns, dented cans, new products gone awry, etc. You have to wade through a lot of weird stuff to find the gems but they are there. Some staples are available-italian pasta at 50 cents a pound - large tins (28oz) of tomatoes for 59 cents, large bars (14-16oz) of Belgian chocolate for $1.99, pints of Starbuck's ice cream for 99 cents, good European jams/preserves for $1.49/$1.99 a jar, you get the idea....they also have a large wine section but I'm not a user so I'm not sure about the pickings. It's like a thrift store but with food!
