Green Streak on Raw Beef?

I pulled some frozen short ribs from the freezer yesterday, and thawed them in the freezer. Just now I went into the kitchen to start cooking and found that one of the ribs has a bright green streak on it, located on some connective tissue.

I bought these ribs a few weeks ago, frozen, from a local grass-fed beef grower at the farmer's market. It has been frozen ever since. I actually just had a guy out to look at my fridge yesterday and he said the temps are perfect.

My intuition says this is unsafe to eat but on the other hand, I just don't see how this could have happened. Argh.

I just opened the package and smelled it and it smells fine. Safe to eat? The internet says both yes and no.
