Good Cheap Food in Cancun: All-Inclusive or Hotel?

I will be spending 10 days on the Yucatan peninsula and need to decide on where to stay. I'm a bargain hunter and love hunting for quality inexpensive "local" spots or street food.

I'm thinking of staying a 1-2 days in the hotel zone in Cancun and need to decide whether to stay at an all-inclusive. If I decide to stay at an all-inclusive, it wouldn't make much sense to eat outside the resort, but I wouldn't want to eat outside the resort if all or most of the restaurants are expensive and serve low quality tourist food. Is it easy to find good food BARGAINS in Cancun?

So far, I've booked two 5-star all-inclusives near Playa del Carmen that are known to offer good food: 2 days at the Grand Velas and another 3 days at the Royal Hideaway.
