little fried fishies for lunch—Faneuil Hall advice?

It's yucky out, and I'm having a hectic day, yet I'm really craving that dish from Penang with the tiny fried anchovies and onions—ikan bilis, I think?
I'm really near Faneuil so it would certainly make my life easier if someone were to say, oh, that Malaysian place called Pearl (formerly Pinang), is tolerable in a pinch.
Is it?
