France - South of France & Paris

This question has probably been asked to death BUT :) I'm heading to France next month and I am looking for some good recommendations for Brunch, Lunch and Dinner in the South of France and also in Paris. My husband and I are young (mid to late twenties) and we're from NYC. We're not super food snobs but we do appreciate good quality and a young/cool atmosphere at restaurants.

I'm really hoping to experience some good seafood (scallops, shrimp, lobster), and of course meat dishes as well (is beef safe to eat?) We're definitely on a budget and don't really want to spend more than $100 (85 euros?) for two people, including wine if possible.

I'm also curious to find out if it's acceptable to drink wine in public, like on a picnic let's say?

One last thing...I have Celiacs disease and cannot eat gluten (wheat, barley, rye). I was curious to know if the French were sensitive to this type of disease and how I could address it in restaurants because I know many french dishes have flour as a base in the sauce etc.

I'd appreciate any help, advice or recommendations.

Thanks! :)
