Disappointing meal at Pho Pasteur (San Diego)

I've been going to Pho Pasteur for many years, albeit infrequently, but had an uncharacteristically mediocre meal there tonight. Not sure if Monday is a poor night for them, so any insight would be appreciated.

It was especially galling because I went with two others, after telling them how good it was!

We had the stuffed squid appetizer, char-grilled meatballs, and a dish of frogs legs in lemongrass and chili sauce. The squid was OK, and I enjoyed the frogs legs, but the meatballs were very different than usual. Normally they have a good amount of char on them, these had hardly any. They also tasted overwhelmingly of white pepper, with no other discernible flavor.

I hadn't been to Pho Pasteur in a couple of months, so has anyone else had a similar experience recently? Trying to determine if they've gone downhill or if it was just an off night.
