Dinner and breakfast @ the OR Coast - pref. Lincoln City

As I said in a previous post, it is the partner's b-day and we are celebrating both in PDX and at the coast.

Since I am splurging on a steak dinner in PDX, I would like to make the celebratory dinner at the coast a bit more reasonable while still finding a pretty and tasty place for dinner.

Online I found mention of both the Blackfish Cafe and Kyllo's Seafood Grill. While I can look at the menus for these places, I have no idea if they are good. I know that they are at the top of the price range I am considering (entrees under $20, many below $15 at Blackfish) but I am wary of looking for less expensive places. In my experience, less expensive places at the coast can be spotty - decent seafood, even locally, is just not dirt cheap anymore and $15 for a plate of good seafood is not expensive.

Also, we don't usually stay in Lincoln City at the coast, so any recs. for breakfast places would be welcome! Good biscuits and gravy for the partner is a bonus!

So, where is good to go and about how much will it cost?

Also, has anyone eaten at any of the Chinook Wind Casino restaurants or had the buffet? We will probably stop by and "make a donation to the tribe" and I wonder if I should plan to avoid anything edible there.
