Looking for Cheap but Good! Eats near Wash. Convention Center

I'm visiting D.C. over Labor Day weekend to staff the National Book Festival at the Wash. Convention Center. I love, love a good breakfast/brunch, and don't mind paying for a great lunch or dinner, however---my travel companion starts to hyperventilate when dinner entree prices approach the $25 mark. (She still grumbles about an $80 lunch at the Barrio Café in Phoenix that we enjoyed about 10 years ago!) Steak and seafood are two no-gos (for her), vegetarian places would be a plus, but not a necessity. And, we won't have a car in town. Thanks in advance for sharing your wisdom!
