Why can't I make carmel?

I have tried to make carmel (caramel?) by both the wet and dry methods. I don't stir, merely swirl, wash down the sides with a brush, etc. After 20 minutes, still no color, but begins to form a bubbly, crystal-ish crust on the top, and then the whole thing goes to crap. Any ideas?
