40th Birthday Lunch

Looking for suggestions to celebrate! I've been out of the "scene" for a year plus, so would love your help. Here are the limitations:

1. Really love all food! (including Essan spicy and WD-50 experimental)! Right now I'm not in the mood for mexican or sushi.
2. Needs to be during lunchtime if possible and less than $80 for food and a glass of wine or dessert.
3. Would really prefer not to be in midtown as that's where I work everyday!
4. Would really like the ambience to be romantic casual/rustic, as in Sfoglia and not Eleven Madison Park.

Our usual place to celebrate is at Gramercy Tavern because we love the service and the food, but I'd like to go someplace new. I was originally going to go to Zaab Elee since the chef used to work in the Thai restaurant 2 block away from our apt. in Astoria, but have now changed my mind to burgers or oysters, and can even do an Italian boar dish, or something wacky but really good. Thank you!
