12th street bar and grill -- reservation policy (long)

So, after reading many positive posts on this place on this board, my two friends and I tried to go there last week but were informed of a 30 minute wait. This week, we tried to make a reservation and were told they wouldn't do one for a party smaller than four. So, we found a fourth person, and I called back to make a reservation. THEN the person on the phone told me (unsolicited) that if fewer than four people showed up, the reservation would be cancelled and we'd have to go on the regular waiting list.
I asked why, and she explained that so many people make reservations for four and then show up with fewer people. Why the $%#^%$* don't they change the policy then, if so many people want to make reservations for two or three people? It seems like smaller parties should be easier to make reservations for than larger ones. Does anyone know if there's any sense to this?? Also, is the service pleasant there?
