Weird Dumpling Crepe Thing, Possibly Shanghai (in Flushing)

Has anyone ever seen anything like this? A friend bought and photographed this weird dish ( http://imgur.com/a/N5NyF ) in the basement food court of the new Flushing mall (the one on Roosevelt just east of main). He said he got it from a concession behind you and to your left as you go down the escalator. He also had tung po pork there, so I'm figuring they're Shanghai. But I know Shanghai cuisine pretty well, and have never seen anything even close to this.

It appears to be some sort of crepe with dumplings stuck to its underside. Anyone know the dish? Or the vendor?
