Top Round Roast is very tough

I bought this at a nice grocery store and just assumed that I could put it in the oven for 30 minutes and eat it. I cooked it to a med/med-rare temp and found it to be VERY chewy. So I guess I have a couple questions. 1) is it possible to cook this cut of meat so that it isn't chewy? What do I do with what's left? 2) what kinds of roast should I buy next time that are guaranteed to be tender with a straight forward cook in the oven or the grill? Thanks.
