Tokyo: Shimo or Ebisu? Food tours?

I'm looking at airbnb and trying to choose between a place in Ebisu not far from the hospital and a place in Shimo-Kitazawa.
Which neighborhood is better for wandering and making food and shopping discoveries?

We are a mid-30's, Brooklyn couple and have traveled a lot but never been to Japan. We don't mind taking a cab home late at night if it's around $25. Our plans are mostly to walk around eating and shopping, we want to visit the gardens and parks of Tokyo and we have a weekend trip up to a festival in Naeba prefecture planned as well :)

Any recommendations of exceptional Tokyo food tours are appreciated as well.
