Taiwan Pork Pepper Bun (Hu Jiao Bing)

Hi All - Does anyone know of someone that has worked at a Pork Pepper Bun shop (probably in TW)? I've tried many published recipes online and none of the dough is as flaky (outside) and chewy (inside) as the ones they sell in TW. I would love to make the exact same thing here in the states!
