Sweet and Sour Chicken Balls (Ontario style)

Since moving to South Carolina I miss both bean sprout egg rolls and the sweet and sour chicken balls that I would get at Chinese Food take out back in Ontario Canada. I'm looking for a recipe that par boils the chicken first. The sweet and sour chicken recipes here use raw chicken before battering and frying. I know the "Canadian"version par boils them the but I'm trying to figure out what they were boiled in and for how long. Any assistance on a recipe for this or bean sprout egg rolls would be appreciated
