Secret Art Deco Bar - Summit Hill

Several years ago, I remember hearing about an authentic art deco speakeasy in The Commodore hotel building in St. Paul. What's the story with this? Is it an actual functioning bar? Is it open to the public? What's it like? Are there any other great old bars like this in town that must be experienced? Where can I go to have a drink and feel like I'm in a movie made in the 1930's?
