I've been searching for flower lollipops for years. My mother used to buy them for me in Bloomingdale's fancy foods department. They were definitely made in Europe, and the eating part was actually a sliced hard candy, in which various colors were assembled to make a flower. The flower was in a white disc, and the white disc was surrounded my a fruit-flavored, colored band. You could occasionally find this type of candy with clown faces, too. And I still see this type of candy loose in a bag, but not on a stick, in lollipop form.
Does anyone know of a source for this type of lollipop?
