This is the new Mexican place on 7th ave and 22nd St. opened in a former delit by the owners of Regional Thai, the restaurant next door.
Go to Salsa y Salsa with someone you don't like. Because the place is so loud you won't have to talk them! The place is ear-splitting, with the loud, loud Mexican music forcing diners to talk louder and ever louder, raising the cacophony even more.
Oh, and the food I had was pretty disappointing. I had a chicken mole burrito. Sounded like a good idea, but it was pretty ordinary. The mole was just spicy, not rich-flavored.
The service was pretty weak, but not unforgivably so, given that the place is new and was totally packed.
(Of course, I'm exaggerating about the noise. The table of three 24ish women next to me managed to keep up a long, long conversation about Sex and The City. It's a mandate when three 24ish women gather, of course.)
