Pani Puri technique

I have been exploring the menu of an Indian place near my office and got an order of pani puri today, it was potato puffy things, and stray potatos and chick peas, accompanied by a 16 oz cup of salty, spicy sauce item. I assumed that I was to break open the puffs, insert the potato/chick peas and add some sauce, is this the correct way to enjoy these? Why so much sauce. This seemed to not be a great item for delivery, seemed like it must be better in house.
