Incident at Georgetown Billards

Just last night I went to Georgetown Billards with some friends. We ordered two beers (bottled), two glasses of wine, two sodas, a water, and three food items - wings, chips, and a grilled chicken sandwich. No one came by our table to ask if we wanted anything to eat or drink. We ordered everything at the bar.

The bartender combined the $16/hr table fee with our bar tab. I left a 20% tip (pre-tax) for the food and drink portion. The bartender was *very* upset and complained to the owner who stopped us as we were walking out the door. He also complained.

We explained that the table fee and bar tab were on the same check and he just dismissed us with a "yea, ok, whatever..." comment.

Is it normal to tip on a table fee? My friends say no.
