need ideas: progressive birthday dinner in Mission

I want to take my sister somewhere nice for her birthday on Thursday without breaking the bank. I am trying to decide between taking her to Chez Panisse Cafe (already have reservation) or putting together some sort of progressive dinner that's walking distance from where she lives (21st & Mission) -- as in, have a drink somewhere then dinner somewhere else then dessert at a third place. If I go with the progressive dinner option, the only thought I've had so far is:

1. drink @ happy hour somewhere (where? I was originally thinking Cha Cha Cha but I think their happy hour ends at 7pm, and we wouldn't be arriving until 7:15pm...)
2. dinner @ Luna Park
3. dessert @ Foreign Cinema (because she had mentioned quite some time ago that she thought it would be fun to go there for dessert sometime)

Do you have any better suggestions for the progressive dinner options? It will be just the two of us going and any type of food is fine EXCEPT sushi. I'd like to keep it as cheap as possible without sacrificing ambiance (e.g. no burrito hole-in-the-walls), and it needs to be walking distance from 21st & Mission. Or... should I just keep the reservation at Chez Panisse Cafe?? I've been to the restaurant downstairs, but not the cafe. Man, I'm so indecisive...
