Florida Serves Frozen Sushi!????

Just when I thought I knew SOOO much about seafood, I discover that fish used for sashimi (with the exception of tuna) MUST be frozen first - by law! I wonder how many sushi places actually receive fresh snapper, for example, and then freeze it (note the seafood supplier saying he sells only fresh fish to sushi markets). Anyone else have thoughts on this?
