Empress Pavilion, Ocean Seafood, or Plum Tree Inn?

I'm looking for a restaurant in or near downtown for a group dinner. About 25 - 30 people, plus a few young kids.

I'm thinking Chinese, though I'm certainly open to other cuisine. I'd like to keep it about $20 - 25/pp, excluding alcohol, tax, and tip.

The banquet menus of three retaurants above are similar. So it's down to food quality, service, and ambiance (quiet? clean? private rooms?), and any other guest considerations (i.e. parking).

Or any other restaurants (Chinese or otherwise) you recommend - ?

Also thought of Korean BBQ; personally I love the interaction of grilling but I was not sure how the guests might feel about smoke and cooking their own food in a restaurant. It's common in Asia but my American friends sometimes react a little.. baffled...

Any input appreciated!
