Venue for Luncheon Large Group under $20 pp

Need some ideas/location for a luncheon. Here are some parameters

About 35 people
Weekday
Cuisine - any
Location: Pacific Beach 10 mile radius
Price - Trying to keep it under $20
A la carte or buffet style. Can't expect find a prix fixe under $20
I fully understand the food will not come out the same time if its a la carte

So I'm trying to organize Christmas luncheon. The price is the biggest obstacle as it's a low price point, but I'm considering the budget of the audience. I'd rather do a venue than get a caterer.

So far I've contacted/researched...

Kitchen 4140 - The prix fixe is $25 without gratuity/tax. If it's a la carte, that's about $18 per entree. Will slightly push over $20 once tax and gratuity gets put in. Seems a good option but I want to explore options

Costa Brava/JRDN - not within $ range
Isabels Cantina - not a fan

Other idea is to go to one of those Mexican restaurants in Old Town and going a buffet style. There's quite a few of them there. Any one know of one or any other restaurant that will fit my parameters?
