Help with unyielding arborio?!

Hello All,
New to the board... well, as a poster anyway...

Been stirring my saffron risotto for the last 1.5hrs... while its quite creamy, the arborio is not all the way cooked; when i take a bite I get a mouthful of grainy uncooked rice...

any suggestions?
