trafficking in wine

I understand that interstate wine laws are baroque, and after reading today's NYT article I understand a little better why. But I still don't understand why as a new CT resident, I can have wine shipped to me from anywhere in NY and from one CA retailer but not another. The one that will says they can legally do so only to a CT business address; the other says it is illegal for them to ship to me anywhere in CT. Does each state (does each retailer?) separately negotiate agreements with every other state? I can understand if CT prohibits out of state shipments (well, not really, but) but can they really say no to wine from CA and yes to wine from OR? Also, do these laws also apply to liquor? If they rely on an appeal the 21st amendment I would imagine so but I don't see this being discussed.
