Tough Lobster Tails

The last few years I've bought spiny lobsters from Costco for New Years Eve dinner. Each time I've purchased 4 tails. Also, each time I've had one tail that wasn't very good. This year the bad one was slightly bigger but last year a smaller one was bad. By "bad" I mean tough, chewy and just not a great taste. All the tails are between 7-10oz. I butterfly and broil them.

Based on my experience I cut up all the lobsters and mix up the pieces because I don't want someone stuck with a lousy one.

Is it typical that 25% are not as good?
