Steak Marinade

I'm trying to develop a steak marinade, for personal use only, of course. I have purchased several different marinades off the store shelves, but they all seem a bit salty. After grilling the steaks on a gas grill, they always turn out real tough. I would like any recipes for a decent marinade, or cooking tips to make the steaks turn out tender, not tough.
