The Royal Orchid is indeed up and running at their new location in Roseville next to a bookstore whose name is now household. I had their pad thai, which came with huge chunks of egg and just enough oil to smack your lips, and I ate their crispy rolls stuffed with shredded cabbage, fresh carrots, and cellophane noodles. I couldn't figure out the sauce which came with it, which was neither fish sauce or the sickly sweet and sour sauce you get elsewhere. It was transparent, with flecks of pepper, but it didn't have a taste. I thought the menu called it a "sweet and sour sauce", but it seemed anything but.
Large areas of their walls are bare, but I'm glad to see a plethora of wall outlets, which means that they can vacuum without extension cords. Wow.
Anwyay, the chef actually asked me how I liked my meal and encouraged me to come back. This happens to me less than 1% of the time.
Their day-glo menus are fun to read. Everything makes sense, even if the punctuation and grammar are creative.
