Romantic tapas birthday dinner in Manhattan

Hi all - wondering if you can help me pick a restaurant for my partner's birthday.

We're looking for a place with Spanish tapas in a space that is romantic but not too stuffy - more along the lines of cozy-intimate romantic rather than fancy-elegant romantic. Budget is flexible, but $150 for 2 of us including tax and tip is probably the max.

We've been to Tertulia and love it, but want to try something else. Also love Casa Mono and like it, but that's not the kind of place we're looking for - too loud/hectic.

These are the places I'm considering so far - would love to hear your thoughts on these and any others I should consider:

-Salinas (but probably too stuffy/fancy/dressed up)
-El Quinto Pino
-Las Ramblas (vibe and food seem perfect, but the stools-only seating situation sounds uncomfortable/not cozy)
