According to the Upper East Side free weekly of Apr. 17,

- Reservations are down 5-15% amont restaurants affiliated with NYC & Company

- Minimum fines for health violations have jumped from $100 to $400

- A restaurant owner quoted in the article said his sidewalk cafe costs had gone up from $6,000 to $20,000 and his insurance went up 40% this year

- Restaurant closings are up this year, from 80 in 2001 to 89 in 2002

- About 40,000 restaurant workers lost their jobs this year
