Reconstituting Dried Fungus

I have a bag of Chinese dried fungus, it's black and I bought it believing it was tree ear. Of course there are not instructions on the bag.

I want to include it in a garlic black bean stir-fry. How should I go about reconstituting it? Also, does it need to be cooked or just heated through at the end of the process? TIA!
