Quick saute- when to add garlic?

When should you add garlic while cooking something quickly over high heat (ie, shrimp). Do you cook the garlic first to infuse the oil, remove it, and add it back; start the garlic in the oil and leave it in while you add item; or add it during cooking process. Looking for a good deal of garlic flavor, but not raw flavor.
