The Public - really a restaurant?

this space is very cool and it is a decent bar but I'm wondering if anyone has had a good food experience here. I tried to grab a bit here tonight after having a cocktail and it was virtually impossible. It was one of those places that immediately tells you all the things you "cannot do"...like:

1) order of the "$5 happy hour bar food menu" because it doesn't exists....even when you quizically point to it on the menu. the bartender shrugs and walks away

2) order food off the regular menu ("ok, it's not $5 but I'm hungry and would like to order something!) because you're in the "lounge" area vs at a "bar stool". This is because the kitchen is "too small to handle it if everyone wants food". Understood but is this the harbinger of a restaurant??

well, a few other things - but I know I sound bitter so I'll stop. I am completely open to changing my tune on this place and trying it for real (I realize this wasn't a full on dinner reservation) but the attitude really was annoying here.
