Oxymoron: Intimate, Moderate $, Downtown?

I’m looking for a restaurant within walking distance of the Royal York. Would prefer NA. French, Italian, seafood cuisine but open to suggestions. This would be for a weeknight (likely Tuesday)

I’m more interested in an intimate spot where a couple who don’t get much time together can linger, talk quietly, hold hands or cosy up in a booth rather than a spot where we’re blown away by the food – but if we can get both, all the better.

I’ve searched Splendido, Bymark, Harbour Sixty, Far Niente, Starfish etc. but find them a little dear for this budget. I know Le Select Bistro well and like it – but find it a bit noisy. Am considering Biff’s; like the look of the menu and can live with the prices (also like that I can bring my own wine with a fairly moderate corkage fee) but I have never been there and don’t know if it has the feel of the place I’m seeking.

Can anyone give me a hand with some other suggestions? I know that the area I’m looking at will be short on moderate price and romantic atmosphere, but this is a night for a few stolen hours before we both head off again in different directions. I’d love an atmosphere that will stick in his memory until we can do this all again. So I'm asking all of you romantics to dig deep!
