Ogunquit or Portsmouth

Two friends and I will be spending a day and night in one of these towns (most likely) and it kind of depends on who has the best food. We'd prefer to not drive to our dining destination from the hotel which makes Portsmouth easier. Would you choose 43 North or Lindbergh's Crossing (or another place)? In Ogunquit, 98 Provence would be convenient if we're in the mood for French. Do people like it? Has MC Perkins Cove gotten better? I saw lots of mixed reviews but the menu looks great and it seems fun. Will we be full if we splurge at Arrows? Too stuffy? Is the restaurant and/or inn at 5-0 Shore Road nice? Clayhill Farm looks a little old fashioned. Is the drive to On the Marsh worth it or is there dining nearby? Any other suggestions for either town or somewhere else where we can stay in a decent hotel/motel/B&B without breaking the bank? Lots of questions, thanks in advance.
