A mystery seasoning probably Vietnamese. Please help identify...

Is this OK to eat and how should it be used? Once open is there a timeline? Still sealed and kept in a cool dry place in the dark since given a year ago. A gift from a world traveler would like to use but seems out of date. Never knew how to utilize so still sitting. Usually cook with basic fresh ingredients and seasoning known not mixes. Probably from Vietnam not sure. Here are pictures - can not read label:

Seems out of date, can it still be used or should it be tossed? If trash, where can someone buy more to give it a try?
