I'm looking for a place in Tokyo that has terrific Kobe beef and:
1. i'll actually be able to get a reservation for mid-May (weeknight and late at night is fine)
2. it will have a reasonable chance of English speakers or an English menu
3. Isn't any more than 20,000 yen per person
